那么，什么是AS/NZS 3820:2020呢？

AS/NZS 3820:2020是電氣設(shè)備基本安全要求，

該標(biāo)準(zhǔn)為澳洲新西蘭所有電氣安全準(zhǔn)則引用的基礎(chǔ)標(biāo)準(zhǔn)，

盡管不會(huì)依據(jù)該標(biāo)準(zhǔn)簽發(fā)證書，但是所有的證書簽發(fā)都以此標(biāo)準(zhǔn)為基礎(chǔ)，

3820要求所有電氣產(chǎn)品都是安全合規(guī)的，符合其相應(yīng)的澳洲標(biāo)準(zhǔn)，

如果某項(xiàng)標(biāo)準(zhǔn)沒有澳洲偏差， 那么就參照IEC標(biāo)準(zhǔn)。

所有進(jìn)入澳洲市場(chǎng)，功率為230/400V的電氣產(chǎn)品都必須符合AS/NZS 3820，

所有功率為230/400V的家用產(chǎn)品，現(xiàn)在都收到EESS的管制。

所有三級(jí)（EESS）以及強(qiáng)制認(rèn)證類產(chǎn)品(REAS)都必須經(jīng)由擁有JAS-ANZ資質(zhì)的認(rèn)證單位，或者ESV，新南威爾士NSW等政府單位進(jìn)行認(rèn)證。

二級(jí)產(chǎn)品(EESS)無須進(jìn)行認(rèn)證，但是澳大利亞的終端客戶往往會(huì)要求也對(duì)此類產(chǎn)品進(jìn)行認(rèn)證。

二、關(guān)于EESS

EESS為一系列規(guī)則的簡(jiǎn)稱，全稱設(shè)備安全準(zhǔn)則。

該準(zhǔn)則被昆士蘭，維多利亞, 西澳以及塔斯馬尼亞的法律法規(guī)所引用。

EESS被除新南威爾士之外的所有州認(rèn)可，新西蘭在某些條件下亦認(rèn)可EESS。

這些州要求所有進(jìn)口澳洲的低電壓（ 50-1000Vac,120-1500VDC）家用產(chǎn)品都必須標(biāo)有RCM標(biāo)記，并符合所有設(shè)備安全準(zhǔn)備。

EESS也要求進(jìn)口商確保對(duì)所有二級(jí)，三級(jí)產(chǎn)品進(jìn)行注冊(cè)登記。

該要求自2018年開始就一直施行。

澳洲SAA/EESS認(rèn)證周期：一般為從收到樣品起的35個(gè)工作日左右，如有需要，可以申請(qǐng)加急

五、澳洲認(rèn)證費(fèi)用

Essential Safety Criteria

Legislation of participating jurisdictions in the EESS aims toensure electrical e manufactured or imported into Australiais electrically safe.

Primary duties of care require a person conducting a business orundertaking to ensure the business is conducted in a way that is“electrically safe.” This includes making sure the electricale used, designed, manufactured, imported and supplied isalso “electrically safe”.

“Electrically safe” for electrical e, for example, asdefined in legislation is:

The term “reasonable practicable” is structured on a riskmanagement. The term “reasonable practicable”, for example, in legislation is defined as:

(a) the likelihood of thehazard or the risk concerned happening;and

(b) the degree ofharm that might result from the hazard or therisk; and

(c) what the person concernedknows, or ought reasonably to know, about—

(i) the hazard or the risk; and

(ii) ways of eliminating or minimising the risk; and

(d) the availability and suitabilityof ways to eliminate orminimise the risk; and

(e) after assessing theextent of the risk and the available ways of eliminating orminimising the risk, the cost associated with available ways ofeliminating or minimising the risk, including whether the cost isgrossly disproportionate to the risk.

The joint Australian and New Zealand Standard AS/NZS3820 Essential safety re of electricale, is one part ofthe framework used by Electrical Safety RegulatoryAuthorities to ensure suppliers of electrical e are awareof the re to ensure e they supplyis electricallysafe and meets the safetycriteria. This applies to all electrical eirrespective of the Electrical E Safety System (EESS).

The re to meet the safety criteria is a starting point ofa supplier to ensure the e is electrically safe, however,it may not be everything a supplier will need to do. Suppliersshould address all the risks of the e to ensure iselectrically safe.

AS/NZS 3820 prescribesoutcome-orientated safetycriteria for electrical e. Compliance withthe safety criteria cangenerally be demonstrating by compliance to the relevant standards.However, AS/NZS 3820 acknowledges that suchcompliance with the safetycriteria may not be recognised if:

In relation to relevant standard, forexample, as defined in legislation is:

(1) The relevant standard for electrical e is—means:

(a) if there is a Standards Australia or joint StandardsAustralia and Standards New Zealand standard that appliesspecifically to the type—that standard together with AS/NZS3820(Essential safety re for electrical e);or

(b) if there is not a Standards Australia or joint StandardsAustralia and Standards New Zealand standard that appliesspecifically to the type and there is an IEC standard that appliesspecifically to the type—the IEC standard together with AS/NZS3820;or

(c) if neither paragraph (a) nor (b) applies—thenAS/NZS3820.

(2) In this section—

IEC standard means an International Electrotechnical Commissionstandard.

AS/NZS 3820 also indicates that at times, more thanone or more standards may apply to an item of e.Furthermore, claimed compliance to a relevant standard or standardsmay not be valid if the e is involved in incidents where ithas failed due to design or manufacturing failures, etc.

The supplier of electrical e should have sufficienttechnical documentation (it can be in the form of technicalconstruction/compliance file) that demonstrates the conformity ofthe electrical e to the re of AS/NZS3820. It must, as far as relevant for such an assessment,cover the design, manufacture and operation of the electricale, in English, and must include (but not limited to):

(a) a general description of the electrical e includingphotographs

(b) conceptual design and manufacturing drawings and schemes ofcomponents, subassemblies, circuits

(c) descriptions and explanations necessary for the understandingof said drawings and schemes and the operation of the electricale

(d) a list of the standards applied in full or in part, anddescriptions of the solutions adopted to satisfy the safety aspectsof this standard

(e) results of design calculations made, examinations carriedout

(f) test reports

(g) application and details of routine tests applied if any.

Note: The above safety criteria apply to all electrical eirrespective of the Electrical E Safety System(EESS). For In-Scope electricale additional re will apply that must be met priorto sale.

Note: Applicants for acertificate may need to engage the services of a consultant (whomeets the definition of a Suitably Person in theE Safety Rules) to assist them in compiling appropriatedocuments required to make an application for certification.
